About the project

AMARC Europe is proud to annouce the beginning of a new project supported by UNESCO, “ Fostering digital communication rights for community media”.

In continuation with its strategic global perspective, AMARC wishes to fulfil its role promoting participatory democracy and active citizenship through the defence and advancement of community media.

In order to turn this aspiration into action, AMARC is strengthening its involvement in the promotion of the right to communicate in the digital sphere and in particular in relation to digital terrestrial broadcasting, transition and use of digital distribution methods, in line with UNESCO Community Media Sustainability Policy Papers, adopted in 2016.

This project will extend and reactivate the debates raised since few years in the domain of digital communication rights in several, regions covered by AMARC members.

ICTs and mobile telephony are opening up new frontiers for community broadcasters. For example, the mobile telephone, when used on its own provides person-to-person information and communication possibilities. However, when we combine it with a community radio station, it becomes a dynamic “collective” communication tool. In this way, mobile telephones can help to empower marginalized communities to become active participants in community dialogue, each contributing his or her own experiences and ideas.

In the transition from analogue to digital terrestrial broadcasting (DAB +), and in line with UNESCO community media sustainability policy papers “.. A key issue is ensuring that community broadcasters have access to the same ‘equitable’ portion of the frequency spectrum that they had in the analogue world. However, transmission works in fundamentally different ways in the digital environment, at least with most modern technologies, and this requires more carefully tailored regulatory approaches”.

Three aspects will be considered:

  1. Reserving spectrum
  2. Mitigating costs of the shift from analogue to digital broadcasting
  3. Approaching the wider challenges of convergence

The general objective of this project is to raise the number of countries that have strengthened policies for adequate and tailored audio-visual regulation in the digital broadcasting sphere in favour of community media. At the end of the project, at least 5 countries will have taken steps to strengthen those policies.

Beyond European borders, AMARC Europe has already indentified some possible countries where to concentrate the efforts. In the Asian Region, Bangladesh and its BNNRC will partner the initiative, as well as URAC in Senegal and the Community Media Network in Jordan. More countries will be involved in Central and Latin America.

Promoting national legal standards or recommendations for Audiovisual Regulatory Authorities and other policy-makers affecting community media remains an outstanding challenge. We are ready for it. Together we are stronger.

About the project

“SoundRoutes. Notes to get closer” is a project initiated in 2017 by Marmaduke, a music agency based in Seville (Spain) in cooperation with the Italian NGO Un Ponte Per…,  the Bologna Jazz FestivalWERKSTATT DER KULTUREN Berlin and De vergunnin – De Koer (Belgium) with the support of the Creative Europe Progrogramme of the European Commission.

In the first two years  Soundroutes initiative provides an opportunity for international musicians, who emigrated to Europe to perform within local communities and in collaboration with local artists. Several musical concepts were designed with the objective of supporting their integration into the social and professional environment of the host community.  House Concerts, organised in private, intimate spaces, in cooperation with people from local communities will offer these musicians at any level of musical skill great opportunities to socialize, exchange and share their art, stories and cultural traditions.  Jam Sessions, addressing semi-professional and professional musicians. The production of a  professional music ensemble including both migrant and local musicians.

In 2019 Creative Europe  renewed its support to the project, this time under the coordination of Werkstatt der Kulturen in cooperation with MarmadukeBologna Jazz FestivalDe Vergunning -De KoerAMARC – Europe and Chios Music Festival.  This second phase of the project  that will go on until the end of 2020 includes the following activities:

  1. 38 sessions of local co-creation’s incubators of transcultural music in Berlin, Bologna, Sevilla and Gent.
  2.  Mobility program for 64 musicians in Germany, Italy, Spain, Belgium and Greece
  3.  30 Masteclasses for musicians and workshops for youngsters held by refugees and migrant musicians.
  4. Soundroutes booking agency
  5. Soundroutes online platform and web-portal

About the project

The internet has helped to bring people together from all over the world, but it has not helped neighborhoods or communities nearly as well. The Grassroot Wavelengths project is piloting solutions for community information platforms and media pluralism, working to:

  • lower the barriers to start and sustain a community radio station
  • create regional and European-wide networks of stations that can pool community-level resources
  • co-innovate collaborative media services
  • increase the permeability and impact of those stations through acombination of existing digital and nondigital technologies

Grassroot Wavelengths brings together engineers, social scientists, artists, designers, and communities to redesign community radio technology from scratch.

About the project

SMART offers the opportunity to create radio trainings for community radio. For this purpose SMART collected training units for all relevant sectors of work in community radio. These training units are further geared to the specific needs of special target groups of the trainings. So these training units can also be used for radio training with vision impaired people, people with learning difficulties and migrant women. SMART is focusing on specific training situations and the distinct training framework that exists already within community media.

What is the task of the training, how many participants, what’s the timeframe, where does the training take place, what is the technical equipment? These are questions that need to be considered and decided on at the start of the planning for each workshop. Trainers also have access to the exercises that are offered by SMART. The search engine allows the trainer to search for those particular needs in order to find the suitable training modules and options. The units were collected, tested and adapted by international well experienced radio trainers.

In the framework of the ‘Empowering Civil Society through Community Media’ project, AMARC Europe, the European branch of the World Association of Community Radio Broadcasters, is supporting the achievement the main objective “Strengthen the role of civil society in promoting human rights and democratic reform, consolidating political participation and representation and having particular regard to women’s rights.”

AMARC Europe is especially involved to foster the achievement of OUTPUT 1 and in particular:
1-Advice for workshops and conferences during the project duration
2- Supports for the Sub Grants allocation
3- Participation in the Workshops and Conference “Strengthen the role of civil society in promoting human rights and democratic reform”, consolidating political participation and representation and having particular regard to women’s rights.
