Estimados miembros de AMARC Europa, colegas y amigos,

2019 ha sido un año ajetreado, pero también 2020 tendremos muchas oportunidades para que continuemos nuestro trabajo para, con y por radios comunitarias en Europa y más allá.
 
Estamos entrando en la fase final del Longitud de onda de basehs proyecto y actualmente están planificando eventos de aprendizaje y difusión para miembros de AMARC para discutir los resultados y lecciones aprendidas de la creación de radios comunitarias en Irlanda, Rumania y Portugal durante el proyecto. Continuamos nuestro trabajo con el INTELIGENTE Proyecto Erasmus + sobre alfabetización mediática en el tercer sector de los medios. Junto con nuestros socios de Irlanda, Hungría, País Vasco, Alemania y Austria organizaremos la próxima capacitación piloto SMART para capacitadores de medios comunitarios en marzo en Viena y un foro de intercambio sobre alfabetización mediática para el sector de medios comunitarios, socios y personas interesadas. Este premio fue establecido por la Junta Ejecutiva de la UNESCO, en 1997, en honor a Guillermo Cano, periodista colombiano que murió en el ejercicio de su profesión. Su propósito es premiar cada año a una persona, Organización o institución que ha hecho una contribución notable a la defensa y / o promoción de la libertad de prensa en cualquier parte del mundo., especialmente si los riesgos han estado involucrados.

¿Por qué necesitamos un radiodía feminista??

Austrian Community Media reflecting on Future of Community Media
Enough with media crisis!
New impulses on journalistic engagement and public participation

Don’t look back in anger! That could be the slogan of the Upper Austrian non-commercial broadcasting scene after one and a half years of a right-wing populist government and its demolition of the welfare system and of general trust in politics and media. But what does the current crisis of journalism really mean? How can community radios and TV stations fulfill the dissident role of independent critical voices? Which structural preconditions do they need?

In spring 2019, an informal network of Dorf TV, Radio FRO, Freies Radio Salzkammergut, Freies Radio B138 and Freies Radio Freistadt decided to publish the common journalLand of Free Media”, focusing on important discourses of the current change of media and on ideas and demands to approve the framework requirements. In light of about 20 years of existence in Austria, there is no doubt that the sector of non-commercial broadcasters has to be considered a meaningful contributor to democracy, justice and societal integration. Además, the development of Social Media, fake news and the life in filter bubbles has created new forms of intransparent power and threats. But which conclusions do free media draw from politics of fear and the capitalistic monitoring of social spheres in our digital age?
 
 

Community media, which by definition are close to their audiences, serve many societal needs and perform functions that neither commercial nor public service media can meet or undertake adequately. Though, the Upper AustrianLand of Free Mediais highlighting the most important questions and tries to find some appropriate answers, hoping that non-commercials radios and TV stations will contest the so-called democracy of outrage by raising awareness for more public participation and ensuring a self-confident and diverse media landscape.

AMARC en la Conferencia de investigación de radio ECREA 2019

AMARC se unió a la 6V Conferencia de la Sección de Investigación de Radio de la Asociación de Investigación y Educación Comunicación Europea (ECRE), que se celebró en el hermoso entorno de la Universidad de Siena (Italia), en septiembre 19-21.

Varios discursos y trabajos de investigación magistrales interesantes se han presentado, destacando la variedad y vivacidad del sector de la radio a través y más allá de Europa. El primer discurso de apertura se llevó a cabo por David Fernández Quijada, Gerente del Servicio de Inteligencia de Medios, la unidad de investigación de mercado de la Unión Europea de Radiodifusión (EBU). Esta tendencia también es más evidente entre la juventud europea: en 2018 ellos escucharon, de media, 1 hora y 26 minutos por día de la radio: 5 minutos menos que el año anterior y 20 minutos de menos de 5 hace años que. Los ciudadanos europeos alcanzados semanal por radio siguen siendo un grupo grande, la 84% (que corresponde a 420 millones de oyentes), pero también, en este caso, hay una reducción (-1.7%) comparado con 2013.

Es interesante saber que la radio se considera el medio más confiable en la mayoría de los países europeos, con la diferencia de Hungría, Serbia y Grecia que puso a Internet en el primer lugar, mientras que Montenegro, Albania, Macedonia, Bulgaria y Turquía eligieron la televisión.

AMARC Europa acoge reunión EMAC

Civil Radio won’t stay silent!”
Community Radio in Budapest

Last week the Budapest based community radio Civil Radio(Hungría) received the negative decision of the Hungarian Media Council on their re-application of their broadcasting licence.

In a first statement Civil Radio reacts to the decision of the Media Council.

AMARC ALC demands Implementation of Fund for Community Radios in Honduras

The World Association of Community Radio Broadcasters in Latin America and the Caribbean (AMARC ALC) issues a statement with demand to create the Social Responsibility Fund already established in current legislation, to strengthen and guarantee a diverse and plural media system in Honduras.
 
AMARC ALC points out that the regulation of the National Telecommunications Commission (CONATEL) that allows non-profit media to access funds to operate broadcasting frequencies establishes the creation of the Social Responsibility Fund to strengthen this sector. AMARC Europe as part of the conference “Radio Activists – Open, Independent and Critical?"

Desde 18 – 21 September Radio CORAX (Halle in Germany) invites to a conference to discuss the practices and experiences of free and community radio initiatives around Europe and beyond.

The conference organisers state “free radios – also known as community media – are a type of media from below, working independently, non-commercial and self-organised. That it’s necessary to talk about our practices and experiences has maybe to reasons: On the one hand, the media landscape is touched by effects of disintegration, rules of market and solitariness. Grassroots Radio Third General Assembly: It’s a Wrap!

Jueves 5 y viernes 6 de septiembre 2019, el consorcio de radio de base celebró la tercera asamblea general del proyecto, alojado en el edificio amistoso de 11.11.11. - la coalición de ONG, sindicatos, movimientos y diversos grupos solidarios en Flandes (Holandés que habla parte norte de Bélgica) - en Bruselas. AMARC with Deutsche Welle Akademie to support freedom of expression in Senegal

In the framework of the analysis of potential new priority countries of the DWA for the promotion of freedom of expression, with the support of the German Federal Ministry for Economic Cooperation and Development (BMZ), AMARC was engaged as an external consultant to identify the possible axes of intervention in Senegal.
En efecto, the development of the media scene during the last thirty years has witnessed the development of all kind of media. The audiovisual legislation have been adopted and creates an enabling environment for the public, commercial and community audiovisual sector. Por otra parte, the multiplication of media does not represent today a multiplication of points of view and diversity. Many questionings are raised on the ability of citizens to interpret information in a system strongly polarized by political and commercial interests.
The great digital boom of Senegal represents an opportunity and a danger. An opportunity in order to find innovative solutions and promote dialogue between citizens, media and public institutions, but also a danger that opens the door to the dissemination of fake news, in especially among the less educated layers of the society. What skills are lacking to citizens for critical use of media? And what skills do journalists lack in this changing environment?

AMARC to join the ECREA Radio Research Conference 2019

AMARC will take part to the next conference of the Radio Research Section of ECREA, which will be held at the Department of Social, Political and Cognitive Sciences of the University of Siena (Italia), desde 19 a 21 Septiembre 2019. Heather Sciannamblo (former M-ITI, currently AMARC) will attend the conference as one of the authors of the paper titled “Fostering Community Radio: el proyecto de Base de Radio”, which will discuss the articulation of the Grassroots Radio project with the co-design activities it entails. Here is the abstract of the paper:

Nowadays media management is increasingly a global phenomenon, subject to the dynamics of the platform society, plagued by a drop in independence, inclusiveness and pluralism. An attempt to resist this trend can derive from the inclusion of local communities in the governance of analogous broadcasting, as witnessed by the experience of community radio stations. Adicionalmente, the involvement of the communities also in the design of the technologies that allow them to access this media can foster the radio to become more and more a social/convivial tool. En este contexto, the Grassroots Radio project stands as a participatory design process aimed at the development and testing of an ICT technology for the creation of a network of FM community radio stations with geographical communities in Ireland, Portugal and Romania. A web platform allows the setting-up of FM radio stations, avoiding the costs of a real studio and expensive equipment: just a basic phone and a low-cost antenna are necessary. We will describe how digital technology can be used to support the existence of an inclusive and literacy-independent “old-school” social media. We will show that this can be possible through the co-design of a platform aimed at fostering cooperativism, citizen engagement, la deliberación de la comunidad, media pluralism and the free flow of information in local contexts. Mapping Project on Cameroonian Community Media

The Cameroon Community Media Network (CCMN) conducted a mapping project to collect information on the Community Media sector and its members in Cameroonwith a focus on the South-West, North-West, West and Littoral regions. In addition to the mapping and visualisation of the data, International experts and Cameroonian Community Media practitioners from the fields of community-based media production, conflict-sensitive journalism, media in rural context, redes, women and gender discuss the potentials of community-based production in conflict situations with the aim to find answers to the current violent conflict in Cameroon and the role of media.

Finales de agosto la Comunidad bávaro radios formó la Verband Comunidad Medios Bayern (VCMB ) para representar mejor el concepto de medios de comunicación comunitarios en público. For these representatives of Radio Z from Nuremberg, LORA de Munich y libre de radio de FM de Ulm y Neu Ulm, todos ellos organizados en la Asociación Federal de Radios Libres (BFR), se reunieron en LORA en Munich. Estas estaciones de radio están organizadas por los voluntarios que quieren añadir su percepción de la vida al discurso público como una forma para que sea más diversa e inclusiva.

Coalition for a Democratic Radio Broadcast of Argentina proposes 16 points for a public communication policy in Argentina

Coalition for a Democratic Radio Broadcast of Argentina has advanced a proposal titled “For More Information, More Sovereignty, More Work” for the national government to subscribe to 16 principles the Coalition formulated as a mandate of the federal public consultation forums carried out throughout the country. These principles condemn those policies that have silenced thousands of independent voices and jobs of public companies and the commercial sector by favoring oligopolistic positions, the discretionary use of public funds for official propaganda and the allocation of radio frequencies for business groups.

The first principle ask the national government to approve a national law that guarantees pluralism of information, federalism and sustainability of all sectors.

Ethnographies of Collaborative Economi(es) Conference»

The Ethnographies of Collaborative Economi(es) Conference will take place in Edinburgh (Reino Unido) en octubre 25, 2019. The conference will welcome researchers from many disciplines who are currently conducting ethnographic studies of practices, culturas, sistemas socio-técnicos y experiencias vividas de economías colaborativas, producing case studies and data sets documenting these realities and their impacts and implications, as well as developing methodological and epistemological insights and sensibilities about approaching these contexts ethnographically.

The conference is supported by the COST Action “From Sharing to Caring: Examinando los aspectos socio-técnicos de la economía colaborativa ” (CA16121, 2017-2021), developing a network of actors focusing on the development of collaborative economy models and platforms and on social and technological implications of the collaborative economy through a practice focused approach.
 

Rethinking media developmentNew actors, new technologies and new strategies

The European Centre for Press and Media Freedom (ECPMF) together with n-ost and the lead organisers DW Akademie and the Konrad-Adenauer-Stiftung invite to the 2019 FoME Symposium held November 7-8, 2019 in Bonn at Deutsche Welle’s headquarters. “Rethinking media development – New actors, new technologies and new strategiesis the focus of this year’s symposium and explores the future for media development in the new information ecosystem.

La 2019 FoME Symposium brings together journalists, media managers, media development specialists, activistas, academics and representatives from government, civil society and private companies from around the world to exchange their views on how the media development community can discuss, rethink and if necessary redefine its strategy to better serve the ideals of freedom of information and free speech in the digital era.

Grassroots Wavelength Project: Grassroots Radio on the right wavelength

base de Radio is growing and advancing in the three locations of Bere Islands (Irlanda), Madeira (Portugal), and in Sfantu Gheorghe and Varvoru de jos (Rumania).

Bere Island Community Radio held their third broadcast on May 19th, broadcasting on 100.1FM locally and worldwide on the Internet.  The three-hour show was co-presented by two island women, Eileen Murphy and Angela Sullivan.  As Ireland has local and European elections on May 24th the programme featured interviews with local candidates, with particular reference to how their mandates will influence the island, and wider Beara community. Bere Island Projects Group are continuing to work with Grassroots Radio to and RootIO to test the RootIO system, and plan to broadcast using RootIO in the coming weeks.

On May 30th and June 1st we have welcomed two new community radios in Europe, with the Romanian stations of Sfantu Gheorghe and Varvoru de Jos on air on the 89.9 y 106 Mhz FM frequency, respectivamente. La RootIO technology, still in its experimenting phase, reacted very well to the diversity of inputs although local networking problems have sometimes cut the parallel internet streaming.

Meanwhile, the Grassroots Radio team in Madeira has been doing many activities in Curral das Freiras, una parroquia civil de aproximadamente 2000 inhabitants in the centre of the island and the location of one of the project radio stations. The project team has met several people in the town, including parish, profesores, representatives of local associations and community members while assembling the microstation and antenna on the top of the mountain to stream the transmission.

We are constantly monitoring all the activities and exchanging views on the work done in the different pilot sites. We are willing to keep up the good work along the summer and we are looking forward to the next update

INTELIGENTE: Pilot Training in Budapest

Desde 4 – 7 Junio 2019 el equipo alrededor del INTELIGENTE Erasmus+ project held its first training of trainer pilot workshop in Budapest, Hungría. El taller de capacitación fue sede 10 los participantes de Hungría, Alemania, Austria, Suiza, Suecia, Dinamarca, Ireland and the Bask country to test and assess the developed training and gain important feedback on the next steps of the development of the training modules. AMARC Europe and CMFE presented a discussion paper on training certification in the context of community media. Here are some impressions from the training course in Budapest .

Honduras: the Latin American Association of Education and Popular Communication calls for protection of Radio Progreso


ALER (Asociación Latinoamericana de Educación y Comunicación Popular – Latin American Association of Education and Popular Communication), concerned about the serious situation of social and political violence in Honduras, joins the voices of citizens who are demonstrating in the streets to call on the police and military forces to immediately cease violence and repression that exacerbate the breach of the rule of law in Honduras.
 
The military forces show disrespectful procedures and violation of human rights in the Latin American country. En este contexto, on June 24, the Association denounces the incursion of the Military Police into the National Autonomous University of Honduras, where several students were injured, 4 of them seriously by bullet shots. According to Amnesty International, in the last two weeks there have been 2 people killed, y 19 have been wounded by firearms in clashes with the public police. That is why we join the national and international organizations that condemn these events that seek to silence the voice and stop the mobilization of the Honduran people.

Honduras: Defending Human Rights with Radio

En junio 2009 a coup d’etat overthrew Honduras’ democratically elected president Manuel Zelaya. Since the coup, human rights conditions in that country have deteriorated. Radio has become a vital organizing tool for defending the rights of indigenous people and fighting environmental destruction, while providing needed information and education to people in rural areas.

New publication: Radio as Art. Concepts, Spaces, Practices

“Radio as Art Concepts, Spaces, Practices”, edited by Anne Thurmann-Jajes, Ursula Frohne, Jee-Hae Kim, Maria Peters, Franziska Rauh, Sarah Rothe, is the title of a new volume published by Transcript that investigates a broad range of aesthetic experiments with the broadcasting technology of radio.
Acoustic signals, voice, sound, articulation, music and spatial networking are dispositifs of radiophonic transmission. They have brought forth a great number of artistic practices. Up to and into the digital present radio has been – and still is – employed and explored as an apparatus-based structure as well as an (alternative) model for performance and perception. The book also sheds light on the use of radio as a means of disseminating artistic concepts, and on questions of conceptual and sociocultural matters of mediation of this art form.

The 10th sonOhr Radio & Podcast Festival from February 21st to 23rd 2020 is looking for audio pieces and program ideas that explore the topic of «en masse» in terms of content, sound, tono, format or imagery.

The Festival will look at the excess of consumption and the overabundance of data, at mass hysteria and collective intelligence, at mass movements and protests. We’re also drawn to the contrary: sufficiency, isolation and silence. sonOhr wants to discuss belonging, community and coexistence. It wants to make the thundering, manifold voices of the masses audible and are looking for material that moves the masses.
 
Are you a producer or author of radio fictions, documentales, podcasts, audio art; are you a sound researcher, trainer or inventor of new sound-rich formats or audio technologies? Then sonOhr would be happy to hear from you. It is looking for listening sessions, presentations, talks, soundwalks, live-podcasts, paneles de discusión, talleres, interactive formats, y más.

ECREA Radio Research Conference 2019, Siena (Italia), Septiembre 19-21, 2019 

The next conference of the Radio Research Section of ECREA will be held at the Department of Social, Political and Cognitive Sciences of the University of Siena (Italia), desde 19 a 21 Septiembre 2019. La 2019 theme is: Radio as a Social/Convivial Media: comunidad, participación, public values in the platform society.

In the age of platformization of culture (Nieborg & Poell 2018) every media is being turned into a digital platform and every audience is being datafied and commodified. What is the role of radio within this new media ecosystem? Tim Wu (2011) showed how radio broadcasting too was eventually colonized by the ethos of profit, but along its history the radio medium has been able to partially escape its commodification and it has carved out a social role as a public service media and as a community/civic media, more open to audience interaction and participation than television and print media used to be.

In a media ecosystem increasingly shaped by algorithms, radio is the only medium that still has a relevant analogue component, especially in non-western areas of the world. The relevance of analogue broadcasting is not only a residual practice but could be also framed as a space of freedom, a practice of resistance to the process of platformization.

Sometimes working for Community Radio’s legal acceptance and recognition feels like Sisyphus must have felt rolling his stone uphill day after day. Last month in Germany there was the final audition for the legal framework for electronic media of Berlin-Brandenburg.
 
Representatives of the public service media, the media authority and the Community Radio sector were invited to comment on the treaty regulating the media landscape in Berlin-Brandenburg. Después 25 years of fighting for legal recognition and substantial financial funding the treaty is only mentioning Free Radios in Berlin and Brandenburg as one kind of community media to be licenced, sin embargo, financial funding for our sector is not mentioned. At the end the media authority is allowed to continue the neglection of the existing six free radios in Berlin-Brandenburg. We’ll see how this will impact the momentum of the radio activists who again have to campaign and wait for a changed legal framework for electronic media of Berlin-Brandenburg.
 
In moments like these it helps to see examples for success such as the result of the struggles Cuac FM in A Coruna had to go through to reach an important victory for the whole Spanish Community Radio scene. We also put a spotlight on the current situation in Austria, Honduras and much more in the current edition of the AMARC Europe newsletter. Enjoy the read.

MORE MONEY FOR AUSTRIAN PRIVATE BROADCASTERS. HOWEVER, WHY ONLY FOR COMMERCIAL BROADCASTERS?

Sobre 6 Mayo 2019 el gobierno austriaco aumentó la financiación para el sector de medios privados en € 5 millón. Sin embargo, Este aumento sustancial beneficiará únicamente al sector de medios comerciales privados: el financiamiento para el sector de medios comunitarios sigue siendo el mismo.

AMARC Europe addressed this issue in a statement to the Austrian Federal government (statement can be downloaded in inglés y Alemán via the AMARC Europe website) and demanded a strong commitment to support the future development of the Austrian non-commercial broadcasting sector and “fully supports the demands of the Federation of Community Radios in Austria (VFRÖ – Asociación de Libre radios Austria) and calls for an increase of the fund for the promotion of non-commercial broadcasting from €3 million to €5.5 million in order to guarantee the safeguarding and expansion of non-commercial broadcasting in Austria, media diversity, low-threshold access to local media and information offerings and the mediation of critical media skills.”

Josef Seethaler, Deputy Director of the Institute for Comparative Media and Communication Studies at the Austrian Academy of Science, states in an article for the June edition of the AMARC Europe newsletter that Community Media are an essential part of democratic development in Austria and an important sphere for political participation and that “participation […] será factible sobre todo en el espacio local: en nuestro propio entorno de vida, cuyas ventajas y problemas conocemos. Si experimentamos la democracia allí, tendremos confianza en ello. Fortalezcamos el papel de los medios no comerciales!"

Rumania: the 30th of May at 12h20 local time, it was a small step for radiophony but a huge step for the Romanian community of Sfantu Gheorge. On the 89.9 Mhz FM frequency, on air operations have officially started. The RootIo technology, still in its experimenting phase, reacted very well to the diversity of inputs although local networking problems have sometimes cut the parallel internet streaming. We welcome a new community radio in Europe.

Los medios comunitarios y Reducción del Riesgo de Desastres: AMARC at the UN Global Platform on Disaster Risk Reduction

La sexta sesión de la Plataforma Global para la Reducción del Riesgo de Desastres (GP2019) tuvo lugar en Ginebra, Suiza desde 13 a 17 Mayo, 2019, convened and organized by the UN Office for Disaster Risk Reduction (UNDRR) and hosted by the Government of Switzerland. En este marco, AMARC was invited to represent the community radio sector on the panel discussion, organized by WBU (Worldwide Broadcasting Unions), on the role of media in disaster risk reduction and how accurate and timely information through tv, radio and printed media could impact positively populations, preparing them against disasters and alerting them on increasing disaster risk.

España: Spanish Supreme Court confirms FM transmission for Cuac FM

Sobre 3 Junio 2019 the Spanish Supreme Court has confirmed the right of transmission on FM for A Coruña based Community Radio Cuac FM and thereby protecting the fundamental rights to communicate in Spain for civil society initiatives like Community Radios. AMARC in Latin America and the Caribbean issues Statement on the situation of Community Radios in Honduras

La World Association of Community Radio Broadcasters in Latin America and the Caribbean (AMARC ALC) expresses its concerns about the situation of its associated Community Radio stations operating in the highly conflicted areas of the community of Guadalupe Carney, in the department of Colón in Honduras. Honduras is currently facing a wave of social protest as a reaction to the attempts to privatize the country’s health and education systems. Read the full statement in Spanish of AMARC ALC.

Argentina: Community Media demand to ENACON the respect of the audio-visual law.

Several community media organizations in Argentina made an official request to the National Communications Agency (ENACOM )to be fully compliant with the Audiovisual Communication Services Law and pay the funds due for the promotion of community media. Specifically, community radio and TV stations expressed their concerns about the accumulation of debts of the legally established budget for the defense and promotion of community media, as established by Law 26,522. “In addition to non-compliance with the law, this means an economic suffocation that affects sustainability and generates job.

340 Hours Emergency broadcasting on Cyclone “FANI” through 13 Community Radio Stations in Bangladesh

13 Community Radio stations continuously broadcasted radio programs on emergency situation caused by “FANI”. Along the coastal belt, Community Radios situated at the North and South Western Bangladesh have initiated emergency broadcasting, as the extremely severe cyclonic storm FANI had hit the North Western Bangladesh with heavy wind speed and rainfall. Around 100 youth and youth women are working with Community Radio as Broadcasters.

The Université libre de Bruxelles invites submissions for abstracts for papers and panels for the 12th OURMedia Conference to be held 26-30 November in Brussels, Bélgica. The conference will be held under the general theme ‘Mediactivism – Scholactivism’. We encourage the submission of papers that focus on the (real or imagined) gap between academia and society, exploring how academic scholarship could be useful for (alternative) medios de comunicación (activistas) and the myriad ways in which media scholars can be committed to equality, social justice and progressive social change. The general theme ‘Mediactivism – Scholactivism’ refers to how both media practitioners and media scholars, rather than being impartial or partisan, can be ‘committed’ by actively and openly campaigning for particular ideals.
