Technological changes, high connectivity, and participation all fits in a bucket

For the first time in Romania, two community radio station licenses have been issued in the framework of the  European project Grassroot Wavelengths. The new high-tech FM stations will broadcast in, engage with, and serve two remote villages of Romania.

The Grassroot Wavelengths consortium innovates both the technologies and the community models for small community radio stations to be highly connected, and easily started and maintained. The project will create two community prototype stations each in Portugal, Ireland, and Romania, with the aim of building regional decentralized networks, connected to European and international journalism and information.

The licenses for Radio Civic Vârvoru de Jos (Dolj) and Radio Civic Sfântu Gheorghe (Tulcea) were granted by the Romanian National Council of Audiovisual on June 7th 2018.

Vârvoru de Jos (Dolj) is an agricultural village of around 3000 inhabitants. Sfantu Gheorghe (Tulcea) is a fishermen village in the Unesco protected Biosphere Reserve of the Danube Delta, with a population of about 1000 villagers. The small stations will transmit signal a distance of 10km.

The stations will be powered by the RootIO technical platform, which provides all the connectivity and functions of a large station for 1/100th of the cost. The station is run off a smartphone, without the need of a studio. The audience listens on regular FM radios, but can interact with the station by calling, or through the Web. Stations have exceptionally low operating expenses, making them ideal for rural communities, and have very low power consumption, able to be run for days on a battery in case of power outages or emergencies.

The high connectivity of the stations means they can receive any audio content from the internet, such as news; podcasts; or recordings from national or international sources, and broadcast them through traditional FM. The whole system is small enough to fit inside a single plastic paint bucket. Like many small community stations, it will be run mostly through volunteerism and community effort.

FM radio is over a hundred years old, but it is still a vital and important form of media, especially for those on the wrong side of the “digital divide.” It can be listened to when working or driving, it is free to receive, and requires no literacy. In an age of complex social media politics, radio still offers anonymity to its users. For these reasons, community radio is seeing a surge of growth around the world, as communities find it to be a perfect low-cost and immediate form of communication, deliberation, and entertainment.

The Council of Europe and the European Parliament  have stressed the fundamental role of community media in reinforcing social cohesion and as a key element to foster civil participation in public discourse. The community stations point to a new direction for Romanian media, one by which rural citizens can move information into, between, and out of their communities.

Finally, the consortium hopes to use the results of the project to advocate for adjusting national policies and laws so that the community radio’s social role would be better acknowledged by authorities, and more progressive regulations adopted.

Schimbările tehnologice, conectivitatea ridicată și participarea – încap într-o găleată

 

Pentru prima dată în România, două licențe pentru radiouri comunitare au fost acordate către consorțiul din proiectul european Grassroot Wavelengths. Noile stații FM, cu tehnologii de ultimă oră, vor emite din, și vor deservi, bazându-se pe voluntari locali, două comune din România.

 

Consorțiul Grassroot Wavelengths inovează tehnologii și modele comunitare, pentru mici stații de radio comunitar, care pot fi bine conectate și ușor de pus pe picioare și întreținut. Proiectul va crea câte două prototipuri de radiouri comunitare în Portugalia, Irlanda și România, cu scopul de a construi rețele regionale descentralizate, conectate cu jurnalismul și informația europene și internaționale.

 

Licențele pentru Radio Civic Vârvoru de Jos (Dolj) și Radio Civic Sfântu Gheorghe (Tulcea) au fost acordate de Consiliul Național al Audiovizualului din România pe 7 iunie 2018.

 

Vârvoru de Jos (Dolj) este o comună de aproximativ 3000 de locuitori, în care agricultura este activitatea preponderentă. Sfântu Gheorghe (Tulcea) este un sat de pescari în Rezervația Biosferei Delta Dunării, cu o populație de aproape 1000 de locuitori. Micile stații radio vor transmite semnal pe o rază de 10 km.

 

Stațiile vor fi construite pe platforma tehnică RootIO, care oferă toate funcțiile și conectivitatea unei stații mari, la 1 la sută din cost. Programul stației rulează de pe un smartphone, fără să existe nevoia fizică a unui studio. Audiența urmărește programele folosind radiouri FM obișnuite, dar poate interacționa cu stația apelând un număr de telefon sau prin intermediul Web-ului. Stațiile au costuri de operare extrem de mici, ceea ce le face ideale pentru comunități rurale.  Acestea au un consum mic, sunt alimentate, în funcționarea de bază, de la panouri solare, cu alimentarea de la rețea ca back-up, fiind capabile, în plus, în cazul unor căderi de curent electric sau urgențe, să funcționeze pe baterie timp de zile întregi.

 

Conectivitatea stațiilor înseamnă că pot primi orice conținut audio de pe internet, cum ar fi știri, podcast-uri, muzică  sau înregistrări din surse naționale sau internaționale, și le pot difuza prin intermediul unui emițător radio FM tradițional. Întregul sistem este suficient de mic pentru a putea încăpea într-o simplă găleată goală de vopsea. La fel ca multe mici stații comunitare, vor emite mai ales pe baza muncii voluntare și al efortului comunitar.

 

Radioul FM este mai vechi de o sută de ani, dar este încă o formă vitală și importantă de media, în special pentru cei care se află pe partea greșită a “prăpastiei digitale”, cei lipsiți de accesul la internet. Poate fi ascultat la muncă sau în timpul șofatului, este gratuit și nu cere educație. În era complexă a politicilor rețelelor sociale, radioul încă oferă anonimitate utilizatorilor săi. Din aceste motive, radioul comunitar cunoaște o creștere în jurul lumii, comunitățile considerându-l o formă perfectă de comunicare, dezbatere și divertisment, într-o manieră rapidă, și având costuri mici.

 

Consiliul Europei și Parlamentul European au subliniat rolul fundamental al media comunitare în promovarea coeziunii sociale, ca un element cheie pentru întărirea participării civice la discursul public. Stațiile comunitare indică o nouă direcție pentru media românești, una în care cetățeanul din zonele rurale poate să transmită informații între comunități, în interiorul acestora și în afara lor.

 

Consorțiul speră să folosească rezultatele proiectului pentru a susține ajustarea politicilor naționale și a legislației în așa fel încât rolul social special pe care radiourile comunitare l-ar putea juca să fie mai bine înțeles de autorități și reglementări mai progresiste să fie adoptate.

Roumanie: premières licences pour les radios associatives et communautaires
Changements technologiques, haute connectivité  et participation dans un pot

Pour la première fois en Roumanie, deux licences radio de type associatif et communautaire ont été octroyées dans le cadre du projet européen “Grassroot Wavelengths”. Les nouvelles stations FM de haute technologie diffuseront, entreront en contact et desserviront deux villages reculés de Roumanie.

Le consortium du projet “Grassroot Wavelengths” veut innover à la fois les technologies et les modèles communautaires pour que les petites radios associatives puissent etre très connectées,  faciles à démarrer et à entretenir. Le projet créera deux prototypes de radios associatives dans chacun des Pays membres du projet, au Portugal, en Irlande et en Roumanie, dans le but de créer des réseaux régionaux décentralisés, connectés au cadre journalistique et de l’information a’ l’échelle européenne et internationale.

Les licences de Radio Civic Vârvoru de Jos (Dolj) et Radio Civic Sfântu Gheorghe (Tulcea) ont été accordées par le Conseil National de l’Audiovisuel roumain,  le 7 juin 2018.
 
Vârvoru de Jos (Dolj) est un village agricole d’environ 3000 habitants. Sfantu Gheorghe (Tulcea) est un village de pêcheurs dans la réserve de biosphère protégée par l’Unesco du delta du Danube, avec une population d’environ 1000 villageois. Les petites stations vont émettre le signal à une distance d’environ 10 km.

Les radios seront alimentées par la plate-forme technique RootIO, qui fournit toute la connectivité et les fonctions d’une grande station a’ 1 / 100eme du coût. La station fonctionnera par des dispositifs par smartphone, sans avoir besoin d’un studio. Le public pourra écouter sur la bande FM ordinaire, mais il pourra interagir directement avec la station en appelant ou via le Web. Les radios auront des frais d’exploitation exceptionnellement bas, ce qui les rend idéales pour les petites communautés rurales.  Elles ont aussi une très faible consommation d’énergie, pouvant fonctionner pendant des jours avec une batterie en cas de coupure du courant ou d’urgence.

La haute connectivité des stations signifie qu’elles peuvent recevoir n’importe quel contenu audio de l’Internet, tel que des nouvelles; podcasts; ou des enregistrements de sources nationales ou internationales, et les diffuser par le biais de la bande FM traditionnelle. Le système entier est assez petit pour tenir dans un seul seau de peinture en plastique. À l’instar de nombreuses petites stations communautaires, il fonctionnera principalement grâce au bénévolat et aux efforts associatifs.

La radio traditionnelle en FM a plus de cent ans, mais elle reste une forme de média vitale et importante, surtout pour ceux qui se trouvent du mauvais côté de la «fracture numérique». Elle peut être écoutée en travaillant ou en conduisant, elle est gratuite et elle ne nécessite d’ aucune alphabétisation. À l’ère de politiques complexes  sur les médias sociaux, la radio offre toujours l’anonymat à ses utilisateurs. Pour toutes ces raisons, la radio associative connaît une croissance fulgurante dans le monde entier, étant considérée par les communautés comme une forme parfaite de communication, de délibération et de divertissement à moindre coût et immédiate.

Le Conseil de l’Europe et le Parlement européen ont souligné le rôle fondamental des médias associatifs dans le renforcement de la cohésion sociale et comme éléments clé pour favoriser la participation civile dans le discours public. Les radios associatives pointent vers une nouvelle direction pour les médias roumains, une voie par laquelle les citoyens ruraux peuvent orienter l’information vers, entre et hors de leurs communautés.

Enfin, le consortium espère utiliser les résultats du projet pour plaider en faveur de réglementations plus progressives, de politiques et lois nationales qui reconnaissent pleinement le rôle social de la radio associative.
