AMARC Europa se enorgullece en anunciar el comienzo de un nuevo proyecto con el apoyo de la UNESCO, “ El fomento de los derechos de comunicación digitales para los medios comunitarios”.

En la continuación con su perspectiva global estratégica, AMARC desea cumplir con su papel para promover la democracia participativa y la ciudadanía activa a través de la defensa y el avance de los medios comunitarios.

Con el fin de convertir esta aspiración en acción, AMARC está reforzando su participación en la promoción del derecho a comunicarse en el ámbito digital y, en particular, en relación con digital terrestre de radiodifusión, de transición y el uso de métodos de distribución digital, en línea conDocumentos de Política de la UNESCO de Sostenibilidad de Medios Comunitarios,adoptada en 2016.

Este proyecto se extenderá y reactivar los debates suscitados a partir de unos años en el dominio de los derechos digitales de comunicación, en varias regiones cubiertas por los miembros de AMARC.

Las TIC y la telefonía móvil se están abriendo nuevas fronteras para las emisoras comunitarias. Por ejemplo, el teléfono móvil, cuando se utiliza por sí solo proporciona información de persona a persona y las posibilidades de comunicación. Sin embargo,cuando lo combinamos con una estación de radio de la comunidad, se convierte en una herramienta de comunicación dinámica “colectiva”. De esta manera, los teléfonos móviles pueden ayudar a las comunidades marginadas Empower para convertirse en participantes activos en el diálogo comunitario, contribuyendo cada uno con sus propias experiencias e ideas.

El objetivo general de este proyecto espara aumentar el número de países que han fortalecido las políticas para la regulación adecuada y adaptados audiovisualen la difusión digital de la esfera en favor de los medios comunitarios. Al final del proyecto,al menos 5 países se han tomado medidas para fortalecer las políticas.

Más allá de las fronteras europeas, AMARC Europa ya ha indentified algunos países posibles dónde concentrar los esfuerzos. En la región de Asia,Bangladesh y su BNNRCasociará la iniciativa, así comoURACen Senegal y laComunidad Red de Medios en Jordania. Más países estarán involucrados en Central y América Latina.

Promoción de las normas legales o recomendaciones nacionales para el audiovisual Reguladora de las autoridades y otros responsables de las políticas que afectan a los medios de comunicación de la comunidad sigue siendo un desafío pendiente. Estamos preparados para ello. Juntos somos fuertes.

AMARC Europe is joining the International Women’s Day 2020 campaign

This year marks the 25th anniversary of the Beijing Declaration and Platform for Action adopted in 1995 at the 4th World Conference on Women in Beijing/China. AMARC Europe supports the The Beijing Declaration’s resolutions fully in order to eliminate all forms of discrimination against women and girls, fight women’s economic independence and the structural reasons for economic fractions, to prevent and eliminate all forms of violence against women and girls, ensure equal access to and equal treatment of women in education and health care and enhance women’s sexual and reproductive health as well as education and promote and protect all human rights of women and girls and include men to participate in all actions to achieve full equality.

This year’s International Women’s Day campaign I am Generation Equality campaignis bringing together people of every gender, age, ethnicity, race, religion and country, to drive actions that will create a gender-equal world. However, there is still a way to go: “But even though there has been progress, no country has achieved gender equality. Our best hasn’t been good enough. Challenges remain for all countries, although many of them are not insurmountable.” says the statement of the UN Women Executive Director Phumzile Mlambo-Ngcuka on this year’s topic.

Media as Key Promotor for Gender Equality

Local, national and international media outlets remain an impactful daily source of information, discourse and exchange platform for a majority of persons in Europe and around the world. Who appears in and creates the news, which angles are been used to report on women and gender equality, how women are portrayed and what is been left out matters as structures and systems of discrimination and inequality are been reinforced through media systems.

The data on women in media, however, is unambiguous: in Europe only 24% of persons who are interviewed, or the focus of a news item are female and only 2 of 12 public radio stations in Germany are directed by women. Women’s points of view are rarely heard in the topics that dominate the news agenda; even in stories that affect women profoundly, such as gender-based violence, it is the male voice that prevails.

AMARC Europe fights for Gender Equality

AMARC Europe emphasizes the importance of the role played by women in the field of communication, media production and community media and identifies key areas for the continuous fight for women representation and gender equality on and off air:

  • Women’s access to the airwaves:Women need to have access to the airwaves, in terms of the ability to make their own programmes about political and social issues and entertainment, and also to have programmes that deal with women’s issues.
  • Women’s representation on air: Encourage the representation of women in their diversity, and do not emphasise stereotyped roles, such as within the family, for women. Ensure that all people, regardless of gender, ethnicity, class, sexual orientation, etc are treated with respect and dignity in all aspects of the content broadcast on the station, whether in editorial content or advertisements aired.
  • The special needs of minority women: The diversity of women’s experiences needs to be recognised, and space should be created for women who have faced further forms discrimination, oppression or neglect by commercial and state media. This includes special provisions for including differently abled women, women from minority ethnic, caste or indigenous backgrounds and women from sexual minorities, such as lesbians and transgenders.
  • Women’s representation at all levels of station management: Community radio has better women’s representation than either commercial or government-owned/ public media. However, women are still massively under-represented, particularly in areas of decision-making and technical skills and there are too many stations where there is no effective representation of women.
  • The use of appropriate technology: While some women are proficient in the use of information technologies, there remains a gendered digital divide and the majority are not. Women are often excluded from the use of technology, including the use of traditional technology, such as operating a radio studio. It is important to acknowledge this gendered digital divide and overcome it, through both dedicated technical training by and for women and investment in appropriate technology.
  • Funding and capacity building for women’s radio: Capacity building is a key component for achieving gender parity. This does not only apply to capacity building for women involved in the station, but for both men and women so that they can work together to build a safe, nurturing and supportive environment where all feel able to contribute their best to all aspects of station success.

AMARC Europe calls on its over 250 members in over 20 European countries, friends and colleagues from the (community) media and communication field to make gender equality reality and contribute to this year’s International Women’s Day theme “I am Generation Equality – Realizing Women’s Rights”

Dear friends and colleagues from the community media sector in Europe and worldwide,

The current technological shift to digital communication (infra)structures, the visible effects of big internet platforms and streaming services on the way we consume and produce media and information, the shift in the participation in democratic discourses and the impact on the (community) media landscape in Europe will be one key area for the up-coming work of AMARC Europe and also a key discussion point at the AMARC Europe General Assembly holding in autumn 2020.

Therefore, we want to start a discussion with an initial member survey on the ways the current on-going technological developments are impacting the work and existence of our members and the community media sector and which answers and strategies have emerged out of these challenges.

Your answers will help to develop an AMARC Europe digitalisation strategy, common projects, activities and answers to the common challenges.

Der aktuelle technologische Wandel hin zu digitalen Kommunikations(infra)strukturen, die sichtbaren Auswirkungen großer kommerzieller Internetplattformen und Streamingdienste auf die Art und Weise, wie wir Medien und Informationen konsumieren und produzieren, der Wandel in der Teilhabe an demokratischen Diskursen und die Auswirkungen auf die (freie) Medienlandschaft in Europa werden ein Schlüsselbereich für die kommende Arbeit von AMARC Europe und auch ein zentraler Diskussionspunkt bei der AMARC Europe Generalversammlung im Herbst 2020 sein.

Dentro de unos días vamos a celebrar el Día Mundial de 2020. tema de radio de este año, el Día Mundial de la Radio es “Somos la diversidad. Somos RADIO”.

La UNESCO sostiene en el tema de este año racional que “radio is a powerful medium for celebrating humanity in all its diversity and constitutes a platform for democratic discourse. At the global level, radio remains the most widely consumed medium. This unique ability to reach out the widest audience means radio can shape a society’s experience of diversity, stand as an arena for all voices to speak out, be represented and heard. Radio stations should serve diverse communities, offering a wide variety of programs, viewpoints and content, and reflect the diversity of audiences in their organizations and operations.”

Diversity is a claim AMARC Europe as the biggest representative of the European community radio sector is pursuing in its long history. In the AMARC Europe charter, which was adopted in 1994 in Ljubljana, the emphasis was put on the “… diversity of forms of community radio; … provide a right of access to minority and marginalised groups and promote and protect cultural and linguistic diversity; … inform their listeners on the basis of information drawn from a diversity of sources …”

Press freedom, access to information, critical reflection of media content and a diversity of media outlets are the key stones for a dynamic democracy, however, nowadays independent, local and community-oriented journalism is more and more exposed to political and economic threats and pressure. In this context, community media remain crucial actors and articulation platforms to ensure the participation of diverse communities in public discussion, provide access to local information and give a voice to underrepresented communities. The World Radio Day is one opportunity to showcase these potentials of community media in the current context.

The importance of the community media sector in the current European political environment to promote diversity has been acknowledged in the findings and the appreciations the community media sector has received as an integral part of vital democracies on European and international level.

The Council of Europe recommendation from 2018 on media pluralism and transparency of media ownership sees that the current content shift to the internet as a possible threat to independence of media houses and diversity and quality of productions. However, the Council of Europe also mentions that “…not-for-profit community media can serve as a counterbalance to increased media concentration. By virtue of their remit and organisation, public service media are particularly suited to address the informational needs and interests of all sections of society, as is true of community media in respect of their constituent users. It is of utmost importance that the mandates of public service media include the responsibility to reflect political pluralism and foster awareness of diverse opinions, notably by providing different groups in society – including cultural, linguistic, ethnic, religious, sexual or other minorities – with an opportunity to receive and impart information, to express themselves and to exchange ideas.”

The European Parliament states on the role of community media in the European Union in its resolution on media pluralism and freedom (2017/2209(INI)) from 2018 that “… community media and grassroots media, [which] are crucial elements of a favourable environment for guaranteeing the fundamental right to freedom of expression and information”.

AMARC Europe is looking forward to the various events and ways the community media sector in Europe and beyond will celebrate the World Radio Day 2020 and thereby emphasizes the crucial role community radios play in promoting diversity, democratic participation and social cohesion in our societies.
